VIRGINIANS FOR FAIRNESS

In 2024, Virginia’s leading construction industry associations joined forces to champion free and open competition in public procurement—challenging government-mandated Project Labor Agreements (PLAs) that stifle fairness. Together, the coalition, Virginians for Fairness, teamed up with GPA to drive awareness and advocacy across the Commonwealth.

GPA has been the engine behind the coalition’s efforts—monitoring, lobbying, communicating, and mobilizing in jurisdictions statewide. We’re leading an aggressive issue advocacy campaign, including targeted digital and multimedia efforts around the state. From production to placement, we handle all coalition ads, ensuring the message hits home. Our goal is clear: to expose the truth about discriminatory PLAs, which drive up public infrastructure costs and reduce the number of projects that get built.
